Criminal Justice Programs

HOPE works in collaboration with law enforcement, managed care providers, community organizations, and family members to support individuals as they transition from the criminal justice system into the community.  The goal of peer support services is to help overcome reentry barriers that may result in parole or probation violations, relapse, homelessness, loss of employment, and healthcare.

Jail Diversion & Reentry

Jail reach in

Reach In assists current and prospective members who have been identified by Banner Health and Arizona Complete Health, and who are set to release within 30 days from Pima County Adult Detention Complex (PCADC). HOPE’s goal is to reach individuals while detained, provide peer support, advocacy, court follow-up, and provide further services once released. Individuals will be given an intake at a behavioral health provider seven days upon release. HOPE assists in ensuring each member arrive at that intake. Services are currently available in Pima and Yuma counties.

HEAT (Hospitality Empowerment Accountability Treatment)

HEAT is a trauma-informed, culturally responsive, developmentally targeted program for young African American men with justice involvement and substance use disorders. HEAT was created to improve outcomes in justice programs (e.g. diversion programs, drug courts, and probation), using Afrocentric principles that focus on the individual, family, community, and spirituality. HEAT serves individuals in Pima County in collaboration with the Pima County Department of County Administration.

MRT (Moral Reconation Therapy)

MRT is an evidence-based, cognitive behavioral intervention specifically tailored to individuals with a criminal justice record. This systematic peer-based treatment is used to enhance self-image, promote the growth of a positive identity, and change destructive thinking patterns and behaviors that result in arrests. MRT is offered at HOPE Centers in Nogales, Tucson, Sierra Vista, and Yuma. Bi-lingual groups are currently offered at the HOPE Nogales Center.

STEPS (Supportive Treatment and Engagement Progam)

STEPS is a short-term, early intervention program that is intended to divert non-violent individuals struggling with drug addiction and mental health challenges away from the criminal justice system by promptly supplying targeted resources and treatment. Upon admission to STEPS, participants will be screened and then paired with focused services, including peer support.
